The Zuellig Family Foundation (ZFF) is focused on catalyzing local health system reforms in Philippine local government units. Established in 2008, ZFF has since been employing its health change strategy of training, mentoring, coaching, and monitoring politically-elected leaders in health leadership and governance. The strategy has been introduced to 28 city mayors, 774 municipal mayors, and 27 provincial governors. Trained health leaders and health officials have become more accountable for the health of their people, collaborated with relevant stakeholders, acted on health issues and inequities, and improved access to health services.
ZFF will serve as The Challenge Initiative’s (TCI) Philippine accelerator hub, which also has investments from the government’s Commission on Population (POPCOM). ZFF will introduce governance mechanisms to improve the capacities of regional, city, and barangay (village) governments to provide financial resources and services for the health of adolescents and the youth.
The partnership among these three groups will have TCI adding youth-friendly facilities, conducting relevant orientation, and introducing high-impact approaches to reduce teenage pregnancies. TCI will also be codifying ZFF’s change strategy, the Health Change Model, where under the partnership, city mayors and other local leaders will be undergoing a city leadership and governance program.
