The Challenge Initiative (TCI) has taken a look back on its performance in 2024 in an annual report that offers a snapshot of the progress made possible through its support of locally led and sustainable family planning programs.
In 2024, TCI supported 214 cities across Africa and Asia to strengthen family planning and adolescent and youth sexual and reproductive health (AYSRH) service. With a powerful combination of strategic seed funding, expert coaching, and a demand-driven model, TCI helped these governments address systemic barriers to expand access, improve quality, and build lasting capacity.

TCI contributed to an additional 1.6 million family planning clients in 2024, far surpassing expectations with 194% of the annual target achieved. Since implementation began in 2017, TCI has contributed to 5.6 million additional FP clients, including more than 1.7 million from cities that have graduated from direct TCI support.
TCI continued building local capacity in the implementation of high-impact practices and other interventions, particularly postpartum family planning (PPFP). Nearly 2,800 health facilities now offer PPFP, and more than 25,000 providers have been trained, with 98% of TCI-supported cities incorporating PPFP into their local or national policies. Similarly, TCI exceeded its targets for the scale-up of community health worker engagement, in-reaches, adolescent-responsive services, and more.
TCI’s commitment to health systems strengthening also remains strong. Even as cities confront challenges such as supply chain disruptions, limited staffing, or fragmented data systems, TCI continues to coach local leaders in how to close implementation gaps, secure domestic financing, and effectively coordinate stakeholders.
Local governments collectively spent 103% of the $19.1 million they committed to FP programs in their budgets, making an extraordinary show of ownership and resolve. In Nigeria alone, FP spending reached 253% of committed funds.
Meanwhile, TCI University (TCI-U) continues to grow as a foundational resource for local capacity-building, with 21,000 users and over 58,000 certificates earned by the end of 2024. TCI-U’s enhanced content includes a new FP Basics mini course.
