Jose “Oying” Rimon II brings 30 years of leadership experience and entrepreneurial track record to TCI– a global enterprise requiring a demand-driven scale up strategy, engagement of donors and cities at the highest levels, and management of a platform of innovations in financing and producing results. He serves concurrently as the Director of the Bill & Melinda Gates Institute for Population and Reproductive Health and is a Senior Scientist in the faculty of  the Bloomberg School of Public Health, Johns Hopkins University.

Prior to rejoining Hopkins in 2012, Oying was a senior officer at the Global Health Policy and Advocacy group of the Bill & Melinda Gates Foundation, based in Seattle, USA. He led the development and management of a global portfolio of policy and advocacy grants and partnerships covering family planning and reproductive health; maternal, neonatal and child health; and nutrition. He was a key architect and core member (with special responsibility for foundations and civil society organizations) of the highly successful London Summit on Family Planning team which raised $2.6 billion of new money from bilateral, multilateral and foundation donors. He served as co-chair of the foundation’s Social and Behavioral Change Working Group and was a leading organizer of the foundation’s 2011 convening of 250 experts on Achieving Lasting Impact at Scale: Behavior Change and the Spread of Family Health Interventions in Low Income Countries. He received a “wall of fame” annual recognition award from his peers for “bringing sexy back to sex,”  for his role in the revitalization of the global family planning agenda.

Oying is a recognized expert in evidence-based advocacy, in establishing private/public partnerships, and in managing large and complex multi-issue international health programs operated at scale across many countries in Africa, Asia and the Near East. Before joining the Gates Foundation in 2008, he served in leadership positions at the Bloomberg School of Public Health. He was a founding member and Senior Deputy Director of the Center for Communication Programs (CCP) covering health behavior and knowledge management programs in 45 countries worldwide. He played a leading role in building the center from a promising idea into one of the world’s  leading organization in its field with an annual budget of $100 million. He served as Director of CCP’s largest USAID supported flagship programs on behavior change, including the $200 million Health Communication Partnership (HCP). He has a long track record of entrepreneurial practice, establishing enterprises that have since thrived and endured and generating resources from bilateral and multilateral donors, corporations, foundations and high net worth individuals.
