Philippines: Self-Reliance

With the advent of Universal Health Care, the Philippines has begun to mobilize towards the consolidation & standardization of its service packages for Family Planning & Adolescent Health programs. The process will require the recruitment of all health providers into a service delivery network, the standardization of protocols for services, creation of a referral network and functional health information system, and the consolidation of all services through a unified insurance and financial reimbursement scheme. The expected ideal will be to create a unified system that connects financially-insured, health-informed clients to service providers that can provide comprehensive basic services or facilitate referral to more specialized services and a government system that can facilitate reimbursement & insurance, while utilizing this unified system to facilitate data-driven decision-making for population-level health services.

TCI recognizes that such a system will not be created overnight. Consolidating service providers into a unified system operating under UHC will require a comprehensive strategy, inspiring ownership & advocacy from the local leadership, creating a coalition of multi-sectoral partners & leaders, and the development of a robust, digital, data-driven health system.  TCI recommends the following toolkits designed to develop co-ownership and co-creation of its key players in developing such a system.
